To correct, i did:
on IIS, go to the default web site, then go to seflupdate virtual directory, properties / Directory Security / Edit
check anonymous access
restart the selfupdate service
the error wad gone for me

Yes and I have stoped the default website to create another one on port 80 and this happened. Perhaps one can copy the virtual directory to the new one??
